Loose Cannons
Mack Stern is a misfit cop in Washington who is assigned yet another misfit, Ellis Fielding, to help him on a difficult case. A series of related murders brings the two together, Mack because he is a streetwise hardened homicide veteran and Ellis because he has incredible powers of deduction. Ellis has a chequered recent history following a spell undercover where Colombian drug lords captured and tortured him and he is prone to spells where multiple personalities take over when he is under stress. Despite apparent differences the two gradually start to feed off each other and get down to the work of uncovering the murderers.
They discover that the murders were over an alleged pornographic film that involved Adolph Hitler, a film that could be used, if it really exists, to embarrass a candidate for Chancellor of Germany. The cops are trying to work out the murders, the FBI have some security issues they need to keep as quiet as possible, the Candidate?s group don?t want the film to surface at all, the XXX rated movie guy wants to buy the movie and the Israeli Secret Service Mossad agents want the film to discredit the candidate.
We start with a boat chase that ends with plenty of people dead and with Fielding?s highly analytical mind accurately piecing together what happened, much to the amazement of Stern. This leads the cops to Harry ?The Hippo? Gutterman, the XXX rated movie guy who wants to buy the film and our first inkling of the Multiple Personality Disorder Fielding has. The cops manage to get Harry on side and eventually head to New York to meet with the seller, shaking off the FBI along the way. But the candidate?s people and the Mossad are much harder to shake and a gunfight on a train that ends in the cops and the Hippo jumping in the river, a la Butch Cassidy and the Sundance Kid.
They manage to make it to the Big Apple and meet the seller. But he gets shot by the Candidate?s people and only Fielding knows that he has hidden the film at Grand Central Station in a locker. As they try to recover the film, Fielding is captured and almost tortured before Mack steps in. The film ends up in the hands of the Mossad and they show it to discredit the Candidate. The cops go on to live happily ever after.
This is not the best movie you will ever see. It works on finding humour in the Multiple Personality Disorder Fielding is supposed to have, something that in real life must be extremely difficult to deal with. The vast amounts of violence and gunshots simply pile insensitivity upon insensitivity. As a comedy, it just doesn?t quite come off.

CONCLUSION
Two misfit cops work with Harry ?The Hippo? to solve a series of murders linked to a pornographic film of Adolph Hitler. They battle the FBI, the Mossad and the bad guys to win the day. A summary from another site ?Pretty bad….but not unwatchable? is pretty accurate.
